People Builder's Eviction-Prevention Program for HACA Residents

On April 1, 2026, the second cohort of HACA residents graduated from People Builder's 8-week program, the Housing Behavioral Modification Diversion Program.


Stable housing starts with informed, supported residents — and the BMDP program is proving what’s possible when communities invest in prevention instead of crisis response. Designed to help vulnerable tenants avoid eviction and strengthen long-term housing stability, the program combines education, advocacy, and case management to meet residents where they are.


In this session, People Builders Consulting served 19 households across HACA communities in the City of Annapolis, providing tenant and property management orientations, a six-session education series, case management, rental assistance navigation, legal referrals, mediation support, and financial literacy resources.


The program’s educational model helps create informed, self-advocating residents while also fostering more connected and responsive relationships among HACA staff. By equipping households with tools, resources, and support before crises escalate, BMDP continues to reduce eviction risk and build stronger, more stable communities.
